AIRMEN AGAINST DRUNK DRIVING
CONSTITUTION/BYLAWS
ARTICLE I – NAME & PURPOSE
1. The name of this organization is Airmen Against Drunk Driving, hereafter referred to as AADD.
2. The primary purpose of AADD is to provide the members of Offutt Air Force Base with an organized designated-driver program offering a safe, anonymous, and free alternative to driving while intoxicated.
ARTICLE II – GENERAL PROVISIONS
1. This organization is established pursuant to the provisions of AFI 34-223, Section A, para 1.
2. AADD operates on Offutt Air Force Base only with the consent of the installation commander. Operation is contingent on compliance with the requirements and conditions of applicable Air Force guidance.
3. Robert’s Rules of Order, current revision, will govern in all cases where parliamentary issue is not addressed in the constitution/bylaws.
ARTICLE III – MEMBERSHIP
1. Membership in the organization is voluntary and open to those persons who are:
1.1. active duty or retired, guard or reservist of all military branches stationed on Offutt Air Force Base, as well as all DOD Civilians
1.2. assigned to 55th Wing or a tenant/associate unit of the 55th Wing
1.3. spouse/dependant of DOD Civilian or military service member currently in employ or stationed at Offutt Air Force Base
2. This organization will not discriminate against anyone on the basis of age, race, religion, color, national origin, ethnic group or gender, physical or mental handicap.
3. There are two types of membership:
3.1. General Membership in AADD is open to all qualifying individuals as listed in Article III, Paragraph 1 to be either volunteers, callers, or neither, and are able to vote for officers.
3.2. Officer Membership in AADD is only the elected officers as described in Article IV, hereafter referred to as officers.
4. ABILITY: Officers of AADD are hereby informed that they are jointly and severally liable for the obligations of this organization. Each officer will be given a copy of the Constitution & Bylaws upon election to office and will sign an acknowledgment that he/she has read and understands its contents. The AADD Vice President shall maintain each officer’s signed acknowledgement.
ARTICLE IV – OFFICERS & VOLUNTEER BODY
1. OFFICERS MEMBERS AND RESPONSIBILITIES: The following officers will be elected by the membership: President, Vice President, Volunteer Coordinator, and Communications Officer.
1.1. PRESIDENT: Supervises and manages the entire organization; presides over AADD meetings; oversees the activities of the Vice President, Volunteer Coordinator, and Communications Staff; responsible for handling conflict resolution between officers; responsible for coordinating a rotating schedule of the officers for First Term Airmen Course (FTAC) and Alcohol and Drug Awareness and Prevention Training briefings and volunteering IAW Article IV, Section B, Paragraph 2; coordinates coverage for squadron briefings when requested; pursues any other avenues that may be available to further educate base personnel about responsible drinking; liaison between mangers of The Connection (airmen outreach center) and AADD; attempts to be available when needed to assist the volunteer coordinator with conflict resolution and questions.
1.2. VICE PRESIDENT: Coordinates with the other officers to establish an annual budget in December of each year; retain a copy of Robert’s Rules of Order, current revision; responsible for letters of appreciation for volunteer recognition as well as any other AADD correspondence, to include the organization and maintenance of the AADD org box; takes meeting minutes and distributes them to the members (and to volunteers in the case of special meetings) within five duty days of each meeting; maintains records of meeting attendance; attempts to be available when needed to assist the dispatcher with conflict resolution and questions.
1.3. VOLUNTEER COORDINATER: Verifies the weekly dispatcher schedule has a volunteer; verifies the quota of volunteer drivers for the week has been met; coordinates with squadron first sergeants to help find volunteers for last minute unfilled positions; coordinates the transfer of the phone, key to The Connection, and call sheets between dispatchers every Monday; coordinates volunteers for special events (holiday parties, promotion parties, etc.) upon request; reports weekly saves and cumulative annual total to the Communications Officer by 1200 each Monday (or Tuesday, if Monday was a holiday) for updates to the website; acts as the point of contact for all scheduling conflicts between volunteers; attempts to be available when needed to assist the dispatcher with conflict resolution and questions.
1.4. COMMUNICATIONS STAFF: Must have a working knowledge of the coding language utilized by the current website, server-side support experience, database management experience, and content management experience. Maintains the AADD website; develops and implements a marketing strategy for the year; develops and maintains contacts with base and local community representatives that may need a speaker for events to discuss drinking and driving or can be used as marketing contacts, and all other duties assigned that regard communications. Content that must be available and current on the website includes: previous week’s saves and cumulative annual total of saves; current volunteer schedules for drivers and dispatchers; officers and their contact information; and this Constitution and Bylaws. The AADD phone number, (402)-659-AADD (2233), must be displayed on the front page. Other suggested content includes Frequently Asked Questions (FAQs) for those who use our services, FAQs for potential volunteers regarding responsibilities and “What If” scenarios, volunteer specific statistics (lives saved per driver, hours volunteered, etc.), and pictures with mini-biographies of meetings and other AADD events.
Note: Due to the Privacy Act of 1974, personal phone numbers will not be displayed on the public website.
2. GENERAL MEMBERS AND RESPONSIBILITIES:
2.1. BASE MEMBERS: No set responsibilities. Base members do reserve the right to attend any general meeting, vote during elections, join the website, and volunteer as often as desired. Special meetings are by invite only, but are able to be invited if they have a need to attend.
2.2. VOLUNTEER DRIVERS: Will be present at The Connection and remain available during volunteer hours to drive to any location specified to provide a safe ride home. Call the dispatcher back if any problems arise during a pickup and/or if the pickup/drop off takes over 1 hour. Once the caller is safely delivered to his/her destination or if the driver was not able to complete the pick-up for any reason, the driver will return to The Connection and await further instructions. Drivers will assist the Dispatcher to ensure the closing checklist for The Connection has been completed before leaving for the night.
2.3. VOLUNTEER DISPATCHERS: Will be present at The Connection and remain available during volunteer hours to answer the phone to provide a safe ride home. When receiving a call, the dispatcher collects the caller’s first name, number of passengers, gender of passengers, location and directions, what the caller is wearing to help the driver identify them, and a call-back number if possible. If possible, send a female driver to pick up females, male driver for males, and either for mixed groups; assign the appropriate driver(s) present at The Connection and pass on the information. Log sheets are provided to guide dispatchers through collecting the info; all calls must be documented in the log sheets. The dispatcher will organize the volunteers to assist with the closing checklist and will secure the facility before leaving for the night. The next duty day, the dispatcher has two duties: arranges to transfer the phone to the next dispatcher, coordinated by the scheduler; and emails total number of saves for the week (total number of people picked up, not just total calls) to the scheduler.
3. ADDITIONAL RESPONSIBILITIES:
3.1. Officers are responsible for asset accountability, liability satisfaction, and sound operational management.
3.2. Officers will volunteer as a driver and/or dispatcher at least once every 90 days.
3.3. Officers must attend all organizational meetings, unless their mission does not permit it. Any officer unable to attend three such meetings for non-mission-related reasons will step down from their position.
3.4. Officers temporarily unable to carry out their duties due to leave, medical absence, TDY, or other circumstance must immediately notify all other AADD officers, and coordinate to ensure that their duties are covered in their absence.
3.5. Officers share the responsibility of conducting briefings for FTAC, according to a rotating schedule coordinated by the President.
3.6. Driver and dispatcher volunteers must be present at The Connection 2100 to 0400 Thursdays (before down Fridays only), Friday, Saturday, Sundays (before down Mondays only) and Holidays.
3.7. Driver and dispatcher volunteers must remain sober and answer the phone before it goes to voicemail or before 5 rings.
3.8 Volunteer drivers are required to be insured on the vehicle they will be driving while performing duties for AADD, carry proof of current insurance and registration, have a valid driver’s license, and authorized to drive on base
ARTICLE V – SELECTION, TERM and REMOVAL of OFFICERS
1. GENERAL: Voting for new officers will occur in either “Official Term” or “Special”.
1.1. OFFICIAL TERM VOTING: Used for new positions. Will occur in September and will be open to general and officer membership. Notice of when and where the voting will occur and who the candidates are will be sent out to the wing no later than 5 September and with at least two week notice until the actual voting will occur. Absentee ballots will be accepted and utilized via email voting buttons upon request. The presiding president will refrain from voting unless there is a tie.
1.2. SPECIAL VOTING: In the event of a vacancy in office (except the office of president), the president will hold a special meeting within 30 calendar days to vote for a new officer. Candidates that recently applied for a position during the official term will be reviewed and contacted to inquire if the interest still exists. New applications will only be accepted if none of the previous candidates are available to apply for the position. Notice of when and where the voting will occur and who the candidates are will be sent out to the wing no later than at least two week before the actual voting will occur. Absentee ballots will be accepted and utilized via email voting buttons upon request.
2. OFFICE OF THE PRESIDENT: If the president’s office becomes vacant, the vice president will assume the title, duties, and responsibilities of the president, if he/she so wishes. A new vice president (or president if the vice president turns the position down) will be voted on IAW the procedures established for special voting in the previous paragraph.
3. ELIGIBILITY: To be considered for candidacy to any office, an individual must be an Active Duty Enlisted, with a familiarity of the AADD organization, understanding of the mission and purpose, be capable of fulfilling and meeting all responsibilities and requirements as outlined in Article IV, and submit a package to the president by August 31. Each package (whether the individual was elected, considered for candidacy, or not) will be maintained for the election term year and then returned to the candidate. The package must contain the following:
3.1. A typed letter explaining why the individual should be considered for the position in any style of memorandum for record format. The letter should be no longer than two paragraphs and no less than three sentences.
3.2. A letter of recommendation from his/her supervisor, after supervisor has granted approval after reviewing the responsibilities of the position for which the individual is being considered.
4. TERM OF OFFICE: Officers serve from 1 October of the elected year to 31 December of the next year (Example: October 1, 2010 to December 31, 2011), to allow for a one year term with a three month transition for continuity purposes; or until one of the following situations occurs:
4.1. Officer deploys for 179 days or more, PCSs, or resigns. At least 30 days prior to event, the officer notifies the president, so suitable replacements can be considered. If the president is leaving office, notice is given to the vice president.
4.2. Officer is removed from his/her position. Officers can only be removed from their position when one or more of the following occurs:
a. Officer fails to perform his/her duties as described in Article IV.
b. Officer brings discredit to the organization by getting arrested for or negatively involved in an incident that resulted in a DUI or DWI.
c. Officer fails to work cohesively with the other officers or creates discord that results in loss of communication between officers or an inability to perform said purpose.
d. Violates the privacy and anonymity of individuals using the AADD service.
4.3. Issues that are other than those listed must be attempted to be resolved at the lowest level first. The president must be aware of any issues with other officers. If the issue is with the president, the other officers are to take it to the vice president. If issues still cannot be resolved, consult the individual’s supervisor. Route the issue through the chain of command of individual for appropriate action if the issue is still not resolved.
ARTICLE VI - FINANCING
1. REQUESTS FOR FUNDS
1.1. Funds will be requested as donations from other private organizations to pay for expenses to allow AADD to remain a free organization. Target organizations are Chief’s Group, First Sergeant’s Group, Top III, 5/6 Network, and Elite Four Airman’s Council.
1.2. Donated funds will be limited to usage on website continuity, increasing awareness of AADD, and efforts to support anti-DUI education. Under no circumstance will the collection of funds become a primary goal of AADD. Donations must be approved in writing by the president of the private organization they are requested from.
1.3. Donations will not be made in check/cash, but will be the direct purchasing of stated expense to avoid monetary exchange. Projected expenses can be found in Paragraph 2 of this Article.
1.4. No part of donations received will accrue to the benefit of any individual member.
2. DISBURSEMENT OF FUNDS: Requests for funds by AADD must be made in writing and submitted to the President of AADD and then sent to the President of the organization they will be requested from. Projected expenses will be updated annually and listed below:
2.1. AADD Cell Phone: Used by dispatch volunteers to contact driver volunteers and to be contacted by callers needing a designated driver.
2.2. AADD Website & Domain Name: Used by general and officer members for volunteering. Also used by officers to monitor usage, approve volunteers, and track statistics.
2.3. AADD Dog Tags: Used to promote the AADD program and the Chiefs Group Happy Cab. Dog tags are handed out at events and during FTAC briefs and other events.
ARTICLE VII – MEETINGS
1. GENERAL MEETINGS: Officer members will meet once per quarter and are open to general members for attendance. These meetings are to conduct any routine business, to include coordinating briefing schedules, identifying volunteers to be recognized, and identifying ways to continuously improve the AADD program. General and officer members will be notified at least two weeks prior.
2. SPECIAL MEETINGS: The president may call special meetings as deemed necessary, or as requested by the installation commander or delegate. Such meetings may be called to introduce/vote on new officers, to recognize outstanding volunteers, or for other such significant events. General and officer members will be notified at least two weeks prior.
ARTICLE VIII –ADOPTION AND ADMENDMENTS
1. This constitution and bylaws becomes effective upon an affirmative vote of a majority of the AADD officers, and subject to final review of the installation commander or delegate.
2. The constitution/bylaws may be amended, in whole or in part, subject to final review of the installation commander and an affirmative vote by a quorum of the membership as outlined in Article VII. Notice of intent to amend the constitution/bylaws must be given to each member no later than two weeks prior to the next scheduled meeting by verbal or written notice or e-mail.
3. The constitution/bylaws will be automatically amended to conform with directives from higher headquarters. This does not need further approval from the members.
4. Financial proposals must be submitted in writing to any elected official.
ARTICLE IX - INSURANCE
AADD will have a waiver of insurance because its routine activities are not of a hazardous nature. For special activities involving members of the general public, or which are potentially hazardous, insurance commensurate with the risk will be obtained upon advice of the Staff Judge Advocate.
ARTICLE X - DISSOLUTION
Due to the nature of the AADD program and the service it provides, dissolution may occur only by order of the 55 WG/CC (not by a delegate). Such an order shall be based upon a mutual determination of both the installation commander and the installation command chief master sergeant that this organization no longer serves the purpose for which it is established.
